The 27-year-old is currently on a season-long loan with the Red Devils from Tottenham Hotspur after joining in the summer, but there is a break clause in his contract which either club could activate next month.
Dortmund want to exploit this clause and have made Reguilon their top target for the January transfer window.
The Spain international has featured in ten games across all competitions for Man United so far but has not seen action over the last two games.
The return of Luke Shaw from injury is set to limit his playing opportunities going forward, and moving elsewhere could be appealing.
The Bundesliga club are looking to sign him on a six-month loan, and whether Man United will opt to activate the break clause in his deal next month remains to be seen.
